Because I've never seen a dude who was forced to wear a skimpy costume in public by his significant other? It's actually based on my experience with cosplayers (at a Comic Con, not Anime Cons) to date... Guys, without exception in my experience, all knew the character that they were dressed up as and actually played the roll to an extent. The girls were about 50/50, with half the girls wearing elaborate, detailed costumes who knew the entire history of their character all the way down to girls who at least knew the current popular version of their character from a cartoon or movie. The other half were ladies who had been told to put on this costume, the name of their character, and to smile pretty. THAT half of the women almost unanimously admitted that they had no idea who they're dressed up as and/or they only did it for their Boyfriend/husband/girlfriend/person who dragged them to the convention.

Of THAT 50%, about 10% were giggly-jiggly girls the likes of which are YouTube GOLD... hence the idea of exploiting them.

Make no mistake; my original idea IS a pure Dick Move. It's not so much designed to reward the GOOD cosplayers as it is to PUNISH the ones that would rather be just about anywhere else than surrounded by a bunch of "sweaty nerds".

If it were easier to detect and outsmart them, I'd try to pull the same type of program on Hipster Douchebags who just came to the convention because OMG wouldn't it be sad if we were really the type of people that did this for fun take a picture of me with this Captain America shield it's so lame oh wow look at that fat kid he's in HEAVEN here lol"

Hmmmm... actually....

Naaaaaaaah... I've changed my mind. Typing a defense of my original idea has made me realize just how dickish it is. But I liked what I typed so much, I'm gonna keep it to remind me where I was coming from :) In the end, if I can actually get some sponsorship, I'll just go up to anybody in costume and give them a chance at a prize because it was awesome for them to come in costume... man, woman, child or Hipster :)
