Honestly, the panel blocking and arranging panel vs. script would be too time consuming for me. That's always been the big barrier to my making a comic. I just haven't figured out a good way to efficiently block out panels and figure out how much to put where. If I can get the most basic of storyboard and panel arranging done for me, I can pick up the ball and run with it after that.
