I think it's more of the active time you spend on it and finding the materials. The time you could have spent doing something else that was spent on some aspect of the lamp. You had to walk around those garage sales and thrift stores or drive to the store to pick up some new paint or glue, for instance. While those are usually combined with other things, at least a little of it should count toward your calculations.
