Your average DVD is in Mpeg 2 format, which is what you want to burn to if you're making Video CD's (which go on normal cd's, but the file has to be under 700 megs).
Nero will also handle the creation of a VCD, including re-encoding it from whatever it is to the Mpeg2 your DVD player needs. If its already Mpeg2, it won't need to be re-encoded, and there's a lot of software out there that can edit & burn on the fly. (I have a program from cyberlink that was bundled with my capture card. and Yes I've done it before, and had it work. Ask jon, he's been my beta a few times.)
