It's part "Wacky 70's kid Show", part "Laugh-In" and part "Jesus Christ Superstar".

I am....truly...truly...truly shocked and appalled. I had been assured that the Federation tightly controlled access to Romulan Ale and Klingon Bloodwine. To see AND hear such shocking evidence to the contrary....is appalling. And that it is a Vulcan StarFleet officer who is abusing these substances; utterly shocking.
