Considering a Viral Video thing for this year's Emerald City Comic Con. I want to take a video camera and ask girls who are wearing costumes some trivia questions about the character that they are dressed up as, give them prizes based on how well they know who they're supposed to be.
My guess is that the sluttier the costume, the funnier the fail; especially when contrasted with the girls who are in meticulously researched and accurate costumes :)
I'll need sponsors, and I'll need experts who can provide questions on a myriad of potential characters from sci-fi, fantasy and comic books...

Video Camera
Experts in various areas
Standard starter question sets, like:
- Why did you pick this character?
- Which version of this character is your favorite?
- Tell us about this character's origin story/background.
- Which issue/episode was your favorite?
- Why?
- Which artist do you think draws this character best? (or which actor plays it best)
- Which writers write best for this character? Worst?
Smartphone for on-the-fly research
Decent Microphone
A cover story/team name in case someone asks what we're doing
A silly name for our mission/operation
Camera operator
Interviewer (you)
Video editor
You could also do interviews just outside Sakuracon too, I bet. They're pretty close to each other in time and if we don't get enough good material from ECCC, you could set up outside Sakuracon and get more there. And don't forget kids. Interview a few kids, especially the ones dressed up as the same characters. Imagine a 6-year-old Batgirl knowing the answer to more questions than the 18-year-old sluttily-clad Batgirl. XD

ME: Hi there! You're dressed as Harley Quinn! Great costume... would you like to try and win a few prizes?
HARLEY: Sure *tee hee*!
ME: Okay, great! (spiel about our "organization", the prize that the person is playing for, rules of the game) All you have to do in order to win our wonderful prize is to answer THREE QUESTIONS about a subject you should be pretty familiar with, HARLEY QUINN! Are you psyched? Are you ready? Great, let's go! Question one: (softball question like "Who does Harley Quinn refer to as her 'Puddin'?). No help from the audience, please! Okay, correct! Question two! (Another softball with general knowledge-type stuff like "What cartoon series did Harley Quinn make her debut on?") Correct! Okay, now here it is, third and final question... The roll of Harley Quinn was played by actress Mia Sara on the short-lived live-action WB series "Birds Of Prey"... what other roll is actress Mia Sara better known for? GO! 10 SECONDS!"
(We then award her a "Consolation Prize" for having played nicely. Of course not every final question will be an impossible bit of knowledge but the game will be designed to reward somebody who knows their character rather than just being an exhibitionist )

Make no mistake; my original idea IS a pure Dick Move. It's not so much designed to reward the GOOD cosplayers as it is to PUNISH the ones that would rather be just about anywhere else than surrounded by a bunch of "sweaty nerds".
If it were easier to detect and outsmart them, I'd try to pull the same type of program on Hipster Douchebags who just came to the convention because OMG wouldn't it be sad if we were really the type of people that did this for fun take a picture of me with this Captain America shield it's so lame oh wow look at that fat kid he's in HEAVEN here lol"

Naaaaaaaah... I've changed my mind. Typing a defense of my original idea has made me realize just how dickish it is. But I liked what I typed so much, I'm gonna keep it to remind me where I was coming from :) In the end, if I can actually get some sponsorship, I'll just go up to anybody in costume and give them a chance at a prize because it was awesome for them to come in costume... man, woman, child or Hipster :)
